The Philippine Amusement and Gaming Corporation (PAGCOR) has sought approval to implement salary increases based on employees’ length of service.

PAGCOR Chairman and CEO Alejandro H. Tengco said in a letter to GOCC Governance Committee (GCG) Chairman Atty. Marius Corpus said the PAGCOR Board of Directors has approved the implementation of the ladder increments but is awaiting approval from the GCG.

The goal of this salary increase is to ensure that PAGCOR employees receive competitive salaries and benefits comparable to other revenue-generating Government Owned and Controlled Corporations (GOCCs).

The step increment proposal seeks to address distortions caused by PAGCOR’s new Compensation and Position Classification System (CPCS), which results in employees receiving less take-home pay on their first payday.

The CPCS resulted in a distortion of the wage scale as all employees regardless of length of service reverted to pay band 1, with new employees receiving the same salary as employees who had worked in the same position for more than 15 years.

According to the CPCS implementation guidelines, qualified personnel who have served in their current job for three consecutive years can be promoted to one level.

As of December 31, 2023, records show that a total of 7,057 PAGCOR personnel, representing 72.60% of the agency’s workforce, had been employed in their respective positions for more than three years.
